
On 23rd March 2021 was held a knowledge sharing session between the responsible for the OpenCoesione initiative on behalf of the Evaluation & Programming Unit of the Department for Cohesion of the Italian Presidency of the Council of Ministers and the Department of Planning, Monitoring and Evaluation of South Africa (DPME) in the framework of the Open Government Partnership initiative. In addition, the sharing session saw the participation of other South African government departments, of the representatives of the Pretoria Embassy and the World Bank.
OpenCoesione team was invited to introduce the Italian experience in monitoring programmes and projects of cohesion policies by the means of OpenCoesione portal that for almost 9 years already is representing the tool aimed at promoting transparency, participation and collaboration of the citizens on public policies and funding in Italy.
For a long time Italy is investing in the open government approach and OpenCoesione, being a part of the Italian 4th Action Plan OGP prize-awarded in 2014, represents a best practice recognized at international level whereas the publication and the update of open data represent the starting point for the active involvement of citizens thanks to the project “At the School of OpenCohesion” that involves European high-school students and teachers in the civic monitoring.
The government of South Africa intends to pursue the path of the OGP Action Plan for Africa for promoting transparency and participation in the financement dedicated to the Covid-19 emergency, while reducing the social disparities and enhancing the monitoring and evaluation intended as an open civic space.
Side by side to OpenCoesione was introduced the project OpenCUP, standing as an identification and classification code for the projects financed by the cohesion policies in order to transfer the good practices to the South Africal Government.
