A Due Carrare fibra e wireless, le strategie di ottimizzazione dell’accesso alla rete

Based on the data published on the Open Cohesion portal, the project for the construction and management of an ultra-broadband passive infrastructure in the white areas of the Veneto region amounts to € 68,253,393.00. It is one of the most ambitious goals foreseen by the substantial program of the European Digital Agenda (https://opencoesione.gov.it/it/progetti/4miseveimisecconm). The project, which is part of the national strategy for ultra-broadband in Italy, or BUL plan, launched by Renzi’s government in March 2015 (http://www.governo.it/sites/governo.it/files/strategia_banda_ultralarga.pdf) and based on the indications of the European Commission, provides optic fiber coverage of the white areas of the  Veneto, also known as "market failure". These areas are identified by the Ministry of Economic Development through the consultations of its company "in house "Infratel Spa, in which operators have no plans to bring the ultra-broadband to at least 30 Mbps (https://bandaultralarga.italia.it/aree-bianche/obiettivi). The direct public intervention measures, in Veneto and throughout the Italian territory, are currently undertaken and  involve about 25% of the Italian population living in municipalities or peripheral areas in which only ADSL (Asymmetric Digital Subscriber Line) is present, and the 1 Gbps optic fiber coverage   (FTTH, or Fiber To The Home) of about 81% of the white areas involved, while the remaining 19% will be reached by FWA (Fixed Wireless Access) at 100 Mbps.

The project’s conclusion (made by Open Fiber company) is  expected between 2022 and 2023, due to the many delays accumulated on the roadmap (https://openfiber.it).

The work progression shows that 6890 out of 7903 Italian municipalities are part of the fiber diffusion plan, in 1238 municipalities works have been completed, 344  municipalities are going to be tested, in 177 municipalities works have been finished, while in 1854 works are still in progress and in 2825 municipalities works are in the executive planning phase (https://bandaultralarga.italia.it/mappa/?indicator=fiber).

In the municipality of Due Carrare, the fiber has been planned for the years 2022-2023, even if the municipal area has been reached by the broadband network in FWA technology created by Open Fiber (https://openfiber.it/verifica-copertura/veneto/padova/due%20carrare).

All data analyzed are the result of our research related to the municipality of Due Carrare, and from what the engineer Emanuele Barbetta, head of the innovation department, who manages the area of ​​Public Works, Public Construction of the Municipality of Due Carrare and member of the CED (Data Processing Center) which is within the AGID = General Agency for Digital Italy (IT PROJECT for Public Bodies), told us during an on-line meeting, held on January 25th 2021.

Furthermore, here are the main points from that meeting:
• the municipality of Due Carrare  chose to approve the Open Coesione project for the construction of the ultra-broadband, but due to delays the city has decided to undertake it autonomously, making the underground infrastructures available, and co-operating with the companies Net Glogal (https://netglobal.it) and WIFI 4ALL (https://4all.it/). At the moment 80% of the municipal territory has been wired.

• the Open Fiber network architecture (https://infogram.com/architettura-reti-1h984wovz93nd6p?live) provides  three executive models: FTTH , FTTP (Fiber up To The Premises) and FTTC (Fiber up To The Cabinets).
• although the desire to wire the municipal area has been expressed through  electoral programs, the residents are badly informed of this new project, but nevertheless they are involved in the promotional activities of the various commercial companies.
