Water shortage in Licata: a never-ending story.

" WORKS FOR THE RATIONALISATION OF THE MUNICIPAL WATER SYSTEM - REPLACEMENT OF THE WATER MAINS THAT ARE OLD AND/OR IN POOR CONDITION" is the title of the project monitored by the Team “Save the drop” of the High School E. Fermi in Licata,  for the National initiative “At School of the Opencohesion” in the school year 2022-2023. The ID of the project is C63H11000140004. It had to be carried out since 2007 to 2013 in Licata, but actually it was ended later. Now, after ten years, we are still suffering , especially in summer, from  water shortage, so it is necessary to pay great attention to this serious issue, that seems to be a never-ending story.
The project we are monitoring was included in the field of the theme “Environment and risks prevention” established by the European Union. It envisaged the realisation of public works, in particular  works and installations sector. The works were aimed at improving some environmental infrastructure and water resources. In addition to water resources, it was also aimed at the improvement of wastewater management. The public work falls within the field of environmental infrastructure and water resources. The infrastructure subsector concerns water resources and wastewater . The intervention does not constitute state aid. The public cost of the project, coming from the UE funds and specifically from a FESR fund, was of 2.889.222.00 euros.  An amount of 137.815.00 were financed by State funds. An amount of 825.258.00  were financed by the regional funds. An amount of 679.816.00 came from Private funds. The sum of public financing was 3.852.296.00 euros. The total amount of the economies is 389.194.00 euros; the total amount of the public economies was 330˙814.00 euros.
The steps of the project were the following: feasability study, preliminary planning, definitive planning, executive planning, tender award, contractual stiplulation, work execution, testing. The works started on the expected date that is 18th July 2011, while the end was almost 2 years later that is 17th of January 2017 instead of 21st December 2015. The subjects involved in the projects are the Sicilian Region as a project planner and ATO IDRICO AGRIGENTO (Public law consortium) as implementer and beneficiary of the project. (A table with a graphic of the payments will be attached to this report).ATO (Ambito Territoriale Ottimale in English "optimal territorial scope" ) Idrico is a consortium of all the municipalities of Agrigento Province, where every municipality is a partner and the governance is formed by  a Board of Directors composed by the mayors. From the data read on the various sites related to the project, it appears that, despite the delay in the execution of the work, it was successful but did not put an end to the perennial water problem in our area. From articles following the completion of the works, it was learnt that the Sicilian Region had repeatedly urged the Agrigento municipalities to fulfil the acts required by law to set up a new company. It was supposed to guarantee the water service with efficiency and transparency, but the representatives of the local authorities had failed to reach an agreement. Therefore, the President of the Region of Sicily, Nello Musumeci, had ordered the commissioner of the ATO Idrico. But we will talk better about this topic in the next reports of our monitoring.
