Titolo del Pitch: 
The sad story of a project never born
Pitch 1: 

We have monitored the project of € 11,817,765.63 for measures to mitigate the risk of flooding in the south-eastern area of Palermo. THE expected start was 1 September 2022, effective start at the moment not available, expected end 30 June 2023.

The project was requested by the Municipality of Palermo through the notice of 03/07/2017 of the Regional Department of Environment of the Region of Sicily. It was supposed to carry out an intervention to secure the territory of Ciaculli, one of the last areas of the Conca d’Oro famous for its unique type of mandarin. It would have improved and secured the lives of citizens who during the pouring rains find themselves  in conditions of great discomfort and peril and contributed to generate the social and economic the revival of a territory.

Pitch 2: 

It took more than 2 years, from the notice to the publication of the ranking. Then another 9 months passed until the signing of the agreement.

There were continuous reminders, at least 5, by the Region to the Municipality. They were not ready with the documentation. As a miracle the final signature took place on the 23/07/2020.

That's almost 3 years later.

Once the Agreement had been signed they would have had to make an external Notice to entrust the work... but they failed again.

They showed a pathetic display of resignation in the Municipality when  they admitted it is  but one of the many projects that will never take off since it should have been completed by June 2023.

Pitch 3: 

Greater attention to planning before applying for a fund, greater coordination between administrations, respect for deadlines and chronograms, increase personnel in the technical offices now made up of a few often elderly and tired professionals. New expert figures and young and highly specialized professionals who know how to communicate and learn from more virtuous countries, people who have the energy and willingness to assume positions of responsibility for approved projects, a constant dialogue with the world of university research from which to learn ideas and know-how. Last but not least, it would be necessary to streamline bureaucratic procedures and in any case implement a task force specialized so that it does not take three years to award funding.
